Integrated Tribal Development Programme

The NABARD Integrated Tribal Development Programme is a six-year livelihood and community development initiative implemented by SVMM in five tribal villages of Sholayur Panchayat, covering 326 families. Started in 2022,the program is built on the success of earlier pilot livelihood initiatives focused on cultivating medicinal plants, which benefited a total of 150 tribal farmers from 2019 to 2022. NABARD ITDP programmes across the country focus on promoting orchards which will act as a sustainable income source for tribal farmers. Here, the primary component was promotion of cultivation of medicinal plants and establishing market linkages. 

A detailed project report was developed in 2022, identifying 326 families in these five villages. Not all families had land suitable for cultivating medicinal plants, so they were divided into three categories based on their landholdings and provided with different livelihood options as per these. 

The key components of the project are:

  1. Livelihood Promotion: Families with sufficient land will be encouraged to cultivate medicinal plants; families with limited land who will cultivate on their small plots and also rear two goats and families without any land who will focus on cattle rearing.
  2. Irrigation support: Sholayur is generally a dry and arid region, with most farmers relying on seasonal rains for cultivation. While there are some water sources available, they are yet to be tapped for irrigation purposes. We plan to provide irrigation support to all farmers under the project by establishing gravity or lift irrigation systems at ten locations in these villages. This significant effort to ensure irrigation has never been undertaken in these villages before. These systems are expected to provide a steady supply of water, allowing farmers to continue their cultivation even during the summer months.
  3. Market linkages: We have built strong relationships with Ayurveda pharmacies in Kerala, who supported us during the pilot medicinal plants project. We have leveraged these connections to establish market linkages for the additional farmers. Market linkages for cattle and goats have also been established.
  4. All of these components are complemented by intensive capacity-building activities for the farmers, which include regular workshops, exposure visits, field-level demonstrations, ongoing monitoring, and technical support.
  5. Also, there are components aimed at improving health and nutrition, including regular medical camps, health awareness initiatives, and the promotion of kitchen gardens.
  6. To ensure continuity of activities, a strong community monitoring system has been established in the form of farmer groups, village planning committee at village level and a Project level tribal development committee at apex level.

Project short-term outcomes

Sustaining the ITDP programme through creation of Farmer Producer Organisation

To sustain the outcomes of the programme, we are planning to establish a Farmer Producer Organization (FPO) focused on medicinal plants and goat rearing, at the third year of the project. The establishment, training and initial hand holding cost of the FPO is supported by NABARD. This will be a significant advancement in market access and profitability for tribal farmers as a continuation of the Integrated Tribal Development Programme (ITDP). The FPO serves as a collective bargaining unit, enabling farmers to negotiate better prices and terms with buyers while facilitating training and resources for sustainable harvesting, processing, and marketing of medicinal plants. This enhances product quality and increases market value.
